Liars Korner in Mesa has them - call (480) 986-2515 to confirm hours of operation and availability
Bass Pro Shop also has them but also should call ahead of time to make sure they are in stock

M&S Marine on the 188 near Roosevelt Lake has had them before but you'd want to call to check availability and hours: (928) 467-2351

Butcher Hook use to have them but I heard they were closing the minnow shop.  I do not know details of that though.

For minnows in Globe, you can contact Ron Massey at 480-694-5207.  He was formerly known as D&R Baits and sold minnows out of his house off US60 and Greenfield but now lives in Globe.  Text him in advance and he may be able to help you out as well.
